orphans: auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 1; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: rgb(255, 255, 255);">三、调整办法。继续采取定额调整、挂钩调整与适当倾斜相结合的办法,并实现企业和机关事业单位退休人员调整办法基本统一。定额调整要体现公平原则;挂钩调整要体现“长缴多得”、“多缴多得”的激励机制，可与退休人员本人缴费年限(或工作年限)、基本养老金水平等因素挂钩;对高龄退休人员、艰苦边远地区退休人员，可适当提高调整水平。继续确保企业退休军转干部基本养老金不低于当地企业退休人员平均水平。要兼顾公平与激励，合理确定定额调整、挂钩调整与适当倾斜三部分比重。<p style="margin: 22px 0px 0px; orphans: auto; text-indent: 0px; text-transform: none; white-space: normal; widows: 1; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: rgb(255, 255, 255);">五、组织实施。调整退休人员基本养老金，是提高保障和改善民生水平的重要措施，体现了党中央、国务院对广大退休人员的亲切关怀。各地区要高度重视，切实加强领导，精心组织实施，加强宣传解读，正确引导舆论，确保各项工作平稳进行。要按照国务院统一部署，结合本地区实际，制定具体实施方案，于2019年5月31日前报送人力资源社会保障部、财政部审批。要严格按照两部批准的实施方案执行，切实采取措施加强养老保险基金收支管理，提前做好资金安排，把各项调整政策落实到位，确保基本养老金按时足额发放，不得发生新的拖欠。对自行提高调整水平、突破调整政策、存在违规一次性补缴或提前退休行为的地区，将予以批评问责，并相应扣减中央财政补助资金。在京中央国家机关及所属事业单位的调整方案由人力资源社会保障部、财政部制定并组织实施。<p style="margin: 22px 0px 0px;
